You want to conduct a systematic review of outcome measurement instruments in which you want to provide an overview of all evidence of important quality aspects of outcome measurement instruments that all measure a specific outcome. Such reviews are extremely useful for selecting the most suitable outcome measurement instrument at the moment.
Will you only include PROMs? Than you can use the methodology for PROMs. If you will also include other types of measurement instruments, such as clinician-reported outcome measures, performance-based test, or laboratory values, you can use the newest COSMIN Risk of Bias tool to assess the quality of studies on reliability or measurement error.
